Degassers are used to knock CO2 out of a finished wine before finings are added. This helps speed up the clearing process. Use a degasser with caution and on a slow speed as you are only trying to knock the CO2 out of the wine, you do not want to incorporate air as air contains bacteria that infect your wine.
A degasser can also be used to aerate beer wort before pitching a yeast to get oxygen into the beer wort after the boiling process when making all grain beers.
